This widget is included by default in all new installations of WordPress and on WordPress.com. You should be able to find it in Appearance > Widgets in your site Dashboard.

How can I change the maximum posts displayed in the sidebar from 15 to unlimited?

You cannot; the widget has a hard maximum of 15.
